The recreation process was long and expensive, and unfortunately, a lot of the artwork (mosaics, paintings, etc.) was missing from WWII, so an exact floor replica was impossible. By 1990, all of the federal money for the restorative process had dried up, and a German natural gas company ended up funding the rest of the project. In totality, the project cost $113.8 million.
